    Stellaris Dev Diary #155 - Origins
    Oggi si inizia a parlare della prossima espansione di Stellaris, che verrà rivelata alla PdxCon (18-20 ottobre). La maggior parte delle caratteristiche della nuova espansione saranno rivelate più avanti, ma qualcosina si può vedere già oggi.

    Ai tempi di Utopia abbiamo introdotto i Civic per personalizzare e specializzare il proprio impero. Nonostante fossero una buona idea, erano un miscuglio di Contesti Iniziali (come Evoluzione Sincretica) e Istituzioni (come Illustre Ammiragliato o Culto Imperiale). Per migliorare ed espandere la situazione adesso ci saranno le Origini.

    Le Origini sono simili ai Civic e rappresentano il Contesto Iniziale. Un Impero può avere una sola Origine e non può essere cambiata. Ci saranno molte nuove Origini e alcuni Civic diventeranno Origini, come Meccanisti, Post-Apolittico, Vita Seminata ed Evoluzione Sincretica.

    In passato alcuni Imperi avevano set specifici (come Menti Alverare e Megacorporazioni) e non potevano scegliere Civic normali. Ora invece le Origini saranno disponibili per tutti, quindi ci potrà essere una Mente Alveare con Vita Inseminata o una Megacorporazione con origine Meccanista.
    Ci saranno tante nuove Origini mai viste prima, al momento sono 16 ma pensiamo di aggiungerne ancora. Non possiamo svelarle tutte ora, ma nel corso delle prossime settimane ne faremo vedere un po'. Speriamo che i giocatori apprezzeranno questa modifica.

    Al pdxCon è stato annunciato che il dlc si chiamerà Federation.
    Da Steam:
    La massima espressione dell'arte bellica è soggiogare il nemico senza ricorrere all'uso della forza. Con l'espansione Stellaris: Federations, i giocatori potranno estendere il loro dominio diplomatico sulla galassia come mai prima d'ora. Usa tutti gli assi nella manica per avere un vantaggio su alleati e nemici grazie a una serie di nuove opzioni per influenzare, manipolare e dominare senza dover sparare un colpo.

    Le caratteristiche includono quanto segue.

    • Federazioni in espansione: grazie alle capacità di diplomazia avanzata, i giocatori potranno aumentare la coesione interna alle loro federazioni e sbloccare ricompense potenti per tutti i membri. I vantaggi saranno molto interessanti sia per Leghe commerciali che per Alleanze marziali ed Egemonie.
    • Comunità galattica: unifica gli imperi spaziali con un senato galattico, al cui voto può essere sottoposta una vasta serie di proposte con cui guidare programmi legislativi. Ad esempio, i giocatori possono approvare un disegno di legge per intensificare gli sforzi nella difesa comune o dirottare i profitti verso le élite più facoltose. I membri possono anche penalizzare chi sfida la comunità o concentrarsi su un singolo obiettivo galattico. Porta il senato dalla tua parte e diventane il leader con favori e macchinazioni. Niente potrà fermare i tuoi sforzi di prendere il controllo dei cospiratori.
    • Origini: ogni impero ha una storia che ne determina il destino. Dai tutto un altro senso alla storia della tua civiltà con il nuovo sistema di origini. Scegliendo un'origine, i giocatori potranno dar forma alla storia del proprio impero e modificare così le sue condizioni di partenza. Sia che si tratti di Abitanti del vuoto che hanno abbandonato il loro pianeta natale per vivere in un'orbita perpetua, o di una società che venera e protegge il potente Albero della vita, potrai piantare sapientemente i semi da cui germoglierà il tuo impero.
    • Nuove costruzioni: costruisci progetti ambiziosi per il tuo impero, come la Juggernaut, una mastodontica base spaziale mobile che offre un riparo sicuro persino nei territori nemici, o come il Megacanterie navale, una nuova megastruttura che può sfornare flotte intere alla velocità della luce. Con i loro vantaggi tattici e una buona dose di meraviglia e timore, questi elementi si riveleranno senza dubbio di grande aiuto per gli imperi spaziali.

    Molto interessante. Delle aggiunte alla diplomazia sono sicuramente bene accette. Molto dipende dall'implementazione però.

    Federazioni

    • Ci sono diveri "tipi" di federazioni, per ora sono stati rivelati la Cooperativa di Ricerca, la Lega Commerciale, l'Alleanza Militare, l'Unione Galattica e l'Egemonia
    • Ogni tipo di Federazione avrà XP l'abilità di aumentare di livello
    • Ogni tipo di Federazione ha abilità passive che si sbloccano aumentando di livello
    • Le Cooperative di Ricerca hanno accordi di ricerca gratuiti e automatici tra ogni membro. Livelli maggiori rendono più forte la cooperazione oltre ad altri effetti
    • Le Leghe Commerciali hanno una speciale politica commerciale che contiene tutti i bonus delle altre politiche commerciali combinate, quindi è molto potente
    • Le Unioni Galattiche sono il tipo di federazione più semplice che rendere più facile creare federazioni più grandi
    • Le Alleanze Militari sono orientate sull'avere una grande flotta molto potente
    • Le Egemonie sono composte da un forte Impero (il presidente) e da tanti imperi più deboli. Questi non possono lasciare la federazione senza il benestare del presidente, il quale ha uno speciale wargoal (o casus belli?) per forzare altri imperi a far parte dell'Egemonia
    • Una delle caratteristiche dell'Egemonia è che i membri (non il presidente) ottengono bonus alla produzione risorse
    • I membri dell'Egemonia hanno autonomia maggiore rispetto a un vassallo
    • Di solito le Federazioni hanno due abilità che influenzano i membri e uno che influenza il presidente, ma per le Egimonie ci sono invece due abilità per il presidente e una per i membri
    • Per ottenere esperienza come Federazione è necessario mantenere la Coesione
    • La Coesione è penalizzate dall'avere troppi membri e dall'avere membri con etiche diverse
    • Le penalità della Coesione possono essere bilanciate dall'invio di Emissari
    • Le Federazioni hanno leggi che sono in parte legati al tipo e al livello
    • Ad esempio una legge riguarda la flotta e la capacità fornita dai membri. Inoltre le Cooperative di Ricerca partono senza flotta comune e possono sbloccarla solo a un certo livello.
    • Altre leggi riguardano l'elezione del presidente e ogni quanti anni viene selezionato. Possibilità sono: a rotazione, casuale, in base al Peso Diplomatico, tramite sfida
    • L'ultimo è una sfida tra imperi più potenti disposti a partecipare; ad esempio una "battaglia psionica"
    • Il tipo di Federazione che puoi proporre è limitato dal proprio tipo di governo; ad esempio Leghe Commerciali possono essere formate solo da Megacorporazioni o da imperi con il civic della gilde di mercanti
    Communità Galattica
    • l'ONU nello spazio, ha la meccanica delle "Risoluzioni" che hanno effetto su tutti i membri della Comunità Galattica
    • Questi Risoluzioni tipicamente hanno effetti diversi quindi sia bonus che penalità; ad esempio si può diminuire la Capacità Navale in cambio di un aumento al Valore Commerciale; un altro esempio è aumentare la Capacità Navale in cambio di Peso Diplomatico
    • le Risoluzioni possono essere proposte da ogni membro della Comunità Galattica. Ogni proposta viene messa in una coda e la risoluzione proposta con maggior Peso Diplomatico viene valutata per prima; viene votata una sola risoluzione alla vota;
    • ogni proposta richiede una votazione della durata di 5 anni
    • alcune risoluzioni scelgono un "focus galattico", ad esempio formare il Mercato Galattico (non più un evento) oppure unirsi per sconfiggere una crisi (più efficace del sistema attuale); ci può essere un solo focus galattico attivo alla volta
    • può essere formato un Consiglio di Sicurezza, i cui membri hanno il potere di veto e possono forzare il voto su una risoluzione d'emergenza senza passare dalla coda
    Peso Diplomatico
    • è un punteggio basato sulle Risorse, ovvero calcolato in base a potenza flotta, potere economico, avanzamento tecnologico e altro ancora non ben definito
    • non è una punteggio che si accumula ma piuttosto un livello di potere: non si abbassa quando si sostiene una risoluzione;
    Favori
    • per ora sono limitati alla Comunità Galattica; in pratica si può ottenere da altri imperi il loro Peso Diplomatica per sostenere una risoluzione in cambio di favori (dove sembra che 1 favore corrisponde a circa il 10% del Peso Diplomatico di un Impero)
    Emissari
    • Simili ai diplomatici di EU4, possono essere assegnati alla Comunità Galattica per aumentare il proprio Peso Diplomatico, ma anche alla propria Federazione per aumentarne la Coesione; ci sono anche altri usi ma per ora non vengono svelati
    Origini
    • già spiegate in un DD passato; ci sono nuovi esempi:
    • Anello in frantumi: inizia in un Mondo ad Anello in frantumi;
    • Residente del Vuoto: scappati alla distruzione del proprio mondo, vivono in habitat che possono costruire più facilmente ma hanno difficoltà ad abitare in pianeti
    • Rampollo: inizia come vassallo di un Fallen Impero (con "interessanti interazioni")
    • Resti: si inizia su un mondo reliquia dove si potrà riscoprire l'antica gloria tramite scavi archeologici
    • Albero della Vita: solo per Menti Alveari, partono con un Albero della Vita sul pianeta di origine con molti bonus, ma grosse penalità se il pianeta è perduto o l'albero è distrutto
    • Origine sconosciuta 1: inizia come membro di una Egemonia
    • Origine sconosciuta 2: inizia come membro di una Federazione
    • 18 origini disponibili al momento del rilascio
    Mega Costruzioni
    • Juggernaut: base spaziale mobile, che può riparare e produrre nuove navi e difendersi in caso di attacco
    • Mega Cantiere Navale: permette di costruire molti navi molto velocemente
    Litoidi
    • rilasciato giovedì
    • 16 nuovi ritratti (15 litoidi + 1 robot di roccia)
    • 4 tratti unici: tratto razziale per litoidi (mangiano minerali, crescita lenta, migliore abitabilità), pelle scintillante (+0.01 cristalli per ogni POP), altri due non rivelati
    • nuovo blocco su tile: litoidi ibernati
    • eliminare POP litoidi fornisce minerali

    Oggi si parla dei cambiamenti relativi alle Federazioni!
    Gli screenshot mostrano grafici e numeri provvisori, non necessariamente quelli che si vedranno al rilascio.

    Tipi di Federazioni
    Come anticipato alla PDXCON, ci saranno diversi tipi di Federazione, ciascuno con un differente effetto passivo e ciascuno che sblocca diversi aspetti salendo di livello.
    Unione Galattica
    Questo è il tipo più generico, che rende più facile la cooperazione dato che etiche diverse hanno impatto minore sulla Coesione. Questo tipo sarà disponibile per tutti nella patch 2.5.

    Alcuni tipi di Federazioni hanno requisiti sul tipo di impero che può proporli, ma non ci sono limitazioni su chi può accedere (tranne imperi devoti alla distruzione di tutti gli altri e isolazionisti perfetti)
    Alleanza Militare
    Questo tipo di Federazione è focalizzata sull'avere una potente e numerosa flotta. Solo imperi militaristi possono suggerire di formare questa federazione.

    Cooperativa di Ricerca
    Per chi vuole migliorare il proprio livello tecnologico, una Cooperativa di Ricerca è la Federazione giusta. Solo imperi materalisti possono proporla.

    Leghe Commerciali
    La Lega Commerciale ha accesso a una nuova Politica Commerciale, che combina i bonus di tutte le altre Politiche Commerciali. Solo Megacorporazioni o imperi con la civic Gilda dei Mercanti possono proporla.

    Questa federazione ha un membro iniziale molto potente. Il Presidente ottiene molti bonus, ma anche gli altri membri hanno importanti vantaggi. Solo imperi autoritari possono proporla.

    Aspetti delle Federazioni
    Le Federazioni hanno accesso a nuovi aspetti quando aumentano di livello e questi aspetti dipendono dal tipo di Federazione. Di solito ci sono 2 aspetti che danno bonus ai tutti i membri e 1 aspetto che da bonus solo al presidente, ma nel caso nell'Egemonia il presidente ha 2 aspetti e i membri 1 (che in questo caso non spetta al presidente).

    Il presidente ha un Emissario in più.

    Ogni volta che una Federazione sale di livello, ha accesso a 3 nuovi aspetti.

    Salire di livello & Coesione
    Per ottenere XP una Federazione deve avere Coesione positiva. La quantitaà di XP guadagnati (o persi!) ogni mese è legato direttamente alla Coesione, che è un valore compreso tra -100 e +100.

    Ci sono vari motivi che riducono la Coesione ogni mese, come numero di membri, etiche diverse ed etiche opposte. Membri della Federazione possono assegnare Emissari per aumentare la Coesione mensile.

    Con la Coesione a +100 si guadagnano +10 XP al mese. Se una Federazione perde XP e scende di livello, perderà l'accesso agli aspetti di quel livello in pochi mesi.

    Leggi della Federazione
    Le Federazioni si possono personalizzare tramite leggi e differenti tipi hanno differenti limitazioni e requisiti. Ad esempio le Cooperative di Ricerca non possono sbloccare il livello più alto di contributo di navi alla flotta e richiedono maggiore centralizzazione per sbloccare livelli inferiori.

    Ci sono diverse leggi che identificano le regole della Federazione

    Centralizzazione
    Molte leggi richiedono specifici livelli di centralizzazione. Per aumentare la centralizzazione, la federazione deve salire di livello.

    Aumentare la centralizzazione però ha un impatto negativo sulla Coesione, quindi richiede un numero maggiore di Emissari per mantenere la Coesione.

    Le Unioni Galattiche richiedono centralizzazione Media per avere contributi alla flotta pari al 20%.

    Contributi alla flotta
    Molte federazioni iniziano senza la possibilità di creare flotte della federazione, dato che iniziano con "nessuna". Le Alleanze Militari e le Egemonie iniziano con livello "basso". Le Alleanze Militari possono passare al livello "alto" pur con un livello di centralizzazione solo Medio.

    Molte altre leggi non sono visibili

    Tipi di successione
    Come visto negli screenshot sopra, ci sono diversi tipo di scelta del presidente. Impero "più forte" si intende con l'economia più forte. Peso Diplomatico indica appunto l'impero con maggior Peso Diplomatico (se ne parlerà in futuri DD). Rotazione farà ruotare il Presidente tra tutti i membri. Sfida permette di scegliere un metodo con cui sfidare il presidente.

    Forse avremo più POPs con poteri psichici la prossima volta

    Al momento ci sono due tipi di sfide:
    Battaglia Psionica basata su POP psionici
    Arena di Combattimento fa combattere gli imperi. Certi tratti del leader (sia della specie che specifici del personaggio) influenzano le possibilità di vittoria.

    Oggi si parla della Comunità Galattica, una sorta di ONU nello spazio. I membri possono proporre e votare Risoluzioni, che sono leggi che hanno effetto su tutti i membri.

    Risoluzioni
    Le Risoluzioni sono pensate per essere controverse, quindi anche imperi alleati possobo avere idee divese su di loro.

    Passare una Risoluzione
    Per prima cosa va proposta! Ogni membro può proporre, ma solo una Risoluzione alla volta viene valutata. Le altre finiscono in coda.

    Alcuni temi sono essenziali per il benessere della Galassia

    Solo una Risoluzione alla volta viene valutata. La successiva è quella proposta col maggior Peso Diplomatico a sostenerla.

    Quando una Risoluzione sta venendo votata, gli Imperi possono sostenerla, opporsi o astenersi. Sostenere oppure opporsi aggiungono il Peso Diplomatico dell'Impero alla decisione e i voti vengono votati alla fine della sessione. Una Risoluzione passa se il Peso Diplomatico a favore è maggiore di quello contrario.

    Peso Diplomatico
    Rappresenta l'influenza Diplomatica ed è calcolato in base a economia, tecnologia, potere della flotta e altro.

    La Posizione Diplomatica Cooperativa aumenta il Peso Diplomatico del +25%
    Ci sono vari modi per influenzare la quantità di Peso Diplomatico ottenuto dalle varie fonti. Ad esempio Risoluzioni, Posizioni Diplomatiche e altro. Parleremo di Posizioni Diplomatiche in futuro.

    Favori
    Per le Risoluzioni, gli imperi posso chiedere il pagamento di favori per rafforzare la propria posizione. Ogni Impero puoi dovere a un'altro un massimo di 10 favori e ciascuno rappresenta il 10% del Peso Diplomatico. Riscuotere Favori in questo modo ha effetto solo sui voti delle Risoluzioni.

    Riscuotere favori richiede influenza

    I Favori possono essere usati anche aumentare la probabilità che un Impero IA accetti accordi diplomatici.
    I Favori possono essere scambiati come una risorsa tramite accordi diplomatici.

    Consiglio Galattico
    É possibile riformare la Comunità Galattica perché abbia un Consiglio Galattico, composto dagli imperi col più alto Peso Diplomatico. All'inizio i membri sono 3 ma le Risoluzioni possono cambiare il numero.
    Il Consiglio Galattico ha accesso a poteri come il diritto di veto e poteri d'emergenza. Il veto blocca risoluzioni che sono in coda per la discussione. Quando il senato è in sospensione, membri del Consiglio Galattico possono proporre una Risoluzione d'emergenza, che costringe il senato a tornare in sessione e iniziare a votare quella Risoluzione.

    Focus Galattico
    La Comunità Galattica può settare un Focus Galattico, per raggiungere un obiettivo tutti insieme o affrontare una crisi.
    Ci saranno Risoluzioni per dichiare invasori galattici una minaccia per tutti, impedendo di avere bordi chiusi con altri imperi mentre la crisi ha luogo.
    Il Mercato Galattico è ora il risultato di un Focus, anche se il meccanismo di scelta è uguale al precedente.

    Creare/Unirsi/Lasciare la Comunità Galattica
    Quando un Impero stabilisce comunicazioni con metà degli imperi della Galassia, un evento apparirà per suggerire la creazione della Comunità Galattica. Questo significa che formare la Comunità Galattica sarà simile a come in precedenza veniva creato il Mercato Galattico.
    É possibile unirsi (e vedere) la Comunità Galattica appena si stabiliscono comunicazioni con un suo membro.
    Lasciare la Comunità Galattica può convenire se si è colpiti da troppe Sanzioni o se ci sono troppe Risoluzioni passate che hanno effetti negativi sul proprio impero.

    In un DD precedente abbiamo introdotto le Origini, oggi le mostreremo note. Anche se la lista è completa, ci potrebbero essere cambiamenti prima del rilascio ufficiale di Federations.

    Cosa sono le Origini?

    Ogni Impero può scegliere una e una sola Origine.

    Al momento ce ne sono 18 e alcune sono Civic convertite. Se queste Civic era legate a un DLC, ora sarà lo stesso DLC a sbloccare tale Origine.

    Unificazione Prosperosa: inizi con 4 POP e 2 Distretti in più (sempre disponibile)

    Meccanista: inizi con 8 POP Robot e la facoltà di costruirne altri (Utopia)

    Evoluzione Sincretica: inizi con 12 POP di un'altra specie (Utopia)

    Vita Seminata: inizi su un pianeta Gaia (Apocalypse)

    Post-Apocalittico: inizi su un Pianeta Tombale (Apocalypse)

    Resti: inizi su un Pianeta Reliquia (Federations)

    Anello Distrutto: inizi su un Ring World Distrutto, sull'unica sezione intatta dell'antica Megastruttura, con la possibilità di riparare gran parte delle altre sezioni (Federations)

    Abitanti del Vuoto: inizi su un Habitat sopra un pianeta distrutto, con la capacità di vivere senza problemi in un habitat e con la tecnologia di costruirne altri (Federations)

    Scione: inizi come vassallo di un Fallen Empire. (Federations)

    Nascita Disastrosa: Solo per Litoidi, inizi con un Cratere Massivo sul pianeta di origine. Hai la possibilità di usare Navi Colonie Meteoriti che possono colonizzare pianeta in maniera drammatica (Lithoids)

    Consolidamento Risorse: solo per Machines. Inizi con un Pianeta Machine (Synthetic Dawn)

    Giorno del Giudizio: il tuo pianeta di origine è spacciato ed esploderà in 64 anni, quindi devi riuscire a trovare un nuovo mondo per la tua specie (Federations)

    Colonia Perduta: nella galassia esiste un altro impero della tua stessa specie (disponibile per tutti)

    Stellaris Dev Diary #161 - Development Update
    Per questa settimana abbiamo deciso di cambiare l'ordine dei Dev Diary per fornirvi subito alcune informazioni che ci avete chiesto.

    Stellaris è finito sotto la lente d'ingrandimento ultimamente e vogliamo parlare prima di tutto dell'arte di Federations. Alcune immagini mostrate alla PDXCon contenevano arte temporanea e la versione finale sarà differente.

    Per quanto riguarda Federations, l'obiettivo è rilasciarlo a inizio 2020. Alcuni di voi potrebbero essere delusi che non sia rilasciato a Dicembre 2019, ma ci stiamo prendendo tempo per essere sicuri che la prossima patch sia ottima.

    Vi assicuriamo inoltre che abbiamo assegnato membri specifici al compito di migliorare prestazioni e IA. Non vogliamo che la 2.6 peggiori i problemi già presenti nel gioco, mentre vogliamo risolvere problemi introdotti già nella 2.2. Vogliamo ricordare che lavorare su questi problemi non è una volata ma una maratona: è qualcosa su cui si lavora costantemente per lunghi periodi di tempo,

    La frase originale è

    che Google Translator rende con
    "Sebbene non siamo stati in grado di fornire informazioni concrete o specifiche relative a questi problemi, ...",
    e se "issues" viene reso con "punti",
    il tutto non mi sembra preoccupante.
    E dato che stanno parlando di un work in progress, mi pare normale non poter essere specifici e/o esaustivi.

    Si scusate, tenete sempre conto del fatto che quando traduco a volte vado di fretta e salto anche alcune frasi.

    Secondo me come dicono questo DD sostituisce un DD "normale" e magari questa decisione è stata presa un po' all'ultimo, quindi a differenza di altri DD su prestazioni/IA, qui non ha grafici e/o aneddoti da raccontare. Quindi secondo me il significato è più "Anche se non ho il tempo di scendere nei dettagli su come stiamo affrontando questi problemi...".

    Poi ovviamente anche le mie sono solo speculazioni.

    Vediamo oggi alcuni cambiamenti alla diplomazia che saranno parte della patch 2.6

    Emissari
    Gli Emissari sono un'aggiunta importante che hanno funzione simile ai Diplomatici di EU4 e che sono richiesti per le seguenti azioni diplomatiche:
    • Migliora / Peggiore Relazioni – si possono migliorare o peggiorare le relazioni in modo da modificare l'Opinione di un Impero fino a (-400 / +400 ). Parleremo più avanti di Opinioni e Relazioni.
    • Assegna a Federazione (per aumentare mensilmente la Coesione di +1)
    • Assigna a Comunità Galattica (per aumentare Peso Diplomatico)

    Sebbene gli Emissari siano personaggi, al momento non hanno Tratti. Questo perché non pensiamo sarebbe divertente continuare a cambiare Emissario per trovare il più adatto alla specifica missione in base al suo Tratto.

    Miglioramenti all'Interfaccia Diplomatica
    Partiamo dalla schermata diplomatica generale.
    Ora Civic, Origine, Motivazione della Potenza Relativa, accordi diplomatici attivi e le nuove Posizioni Diplomatiche sono chiaramente visibili!

    Dichiarare una rivalità non è mai stato così appagante

    Le offerte diplomatiche sono più chiare sul contesto (il testo non è finalizzato).

    Posizioni diplomatiche
    Le Posizioni Diplomatiche di Imperator:Rome ci sono piaciute e abbiamo copiato l'idea generale. Questa posizione rappresenta l'atteggiamento nei confronti di altri imperi.

    Queste Posizioni Diplomatiche sono Politiche che possono essere cambiate ogni 10 anni. Alcuni sono unici per certi tipi di imperi (e.g. Isolazionista è chiamato Mercantile perr Megacorporazioni).

    Bellicoso è simile a Suprematista, ma quest'ultimo è per gli imperi che sono essere "grandi giocatori". Per questo motivo non si ameranno a vicenda, creando una sorta di rivalità.
    Le Posizioni hanno anche effetti sulla Politica interna, dato che alcune fazioni avranno preferenze sulla politica estera.

    Relazioni e Opinioni
    Le Relazioni sono un'indicazione delle relazioni tra imperi e sono composte da vari livelli: Terribili - Tese - Neutrali - Positive - Eccellenti. Vari livelli hanno effetti sulle possibile azioni diplomatiche.
    Vogliamo che i giocatori abbiamo maggiore possibilità di influenzare le opinioni degli altri imperi e vogliamo che diplomazia non sia statica ma evolva col tempo.
    Creare una Federazioni richiede Relazioni Eccellenti e accordi Commerciali, di Ricerca e di Migrazioni richiedono Relazioni Positive. Allo stesso modo le Rivalità richiedono Relazioni Terribili. Alcune di queste restrizioni possono essere risolte inviando un Emissario a Migliorare o Peggiorare le Relazioni.

    Favori
    Anche se aggiunti principalmente pensando alla Comunità Galattica, possono essere usato anche per influenzare le probabilità che l'IA accetti alcuni accordi diplomatici.[​IMG]
    Un Impero può essere in debito con un altro fino a un massimo di 10 Favori. Nella Comunità Galattica ogni favore rappresenta il 10% del Peso Diplomatico.
    Esempio: Impero B deve 10 Favori a Impero A. Questo spende influenza per riscattare i 10 favori e aggiungere il 100% del Peso Diplomatico di Impero B su un voto specifico, anche se l'Impero B non perderà il suo Peso Diplomatico.
    Non si possono riscattare Favori da un Impero che sta già votando come voi. Imperi diversi possono riscattare favori dallo stesso Impero, questo per ridurre la complessità nel decidere quale favore abbia priorità.

    Come detto, oltre alla Comunità Galattica, i Favori possono essere usati per aggiungere +5 alla probabilità di accettazione di accordi diplomatici.
    I Favori si ottengono tramite accordi commerciali o a volte tramite eventi casuali.

    Stellaris Dev Diary #163 - Juggernaut & Mega Shipyard
    Oggi si parla di Juggernaut e Mega Cantiere, due novità dell'espansione Federations.

    Juggernaut
    Dopo tanti anni di sviluppo di Stellaris, siamo sicuri che le grandi navi sono belle e più sono grandi più sono belle. Quindi abbiamo introdotto qualcosa di più grande di un Titano. Abbiamo colto l'occasione per creare una base spaziale mobile, come richiesto da molti.

    Il Juggernaut è sia una nave che una base spaziale. Per quest'ultimo ruolo però non conterà per allargare i confini, ma si tratta semplicemente di una base avanzata per le operazioni offensive, dove riparare le navi. Avrà infatti sempre 2 Cantieri per costruire, riparare e aggiornare navi.

    Il Juggernaut viene disegnato come altre navi e ha 2 slot XL, 6 slot hangare e 5 slot medi.

    Inoltre, ha accesso a un paio di nuove aure uniche.

    Il Juggernaut è sbloccato da una Tecnologia che richiede che si conoscano già Cittadelle e Corazzate. Una base spaziale deve avere il Cantiere Colossale per riuscire a costruirlo (come per il Colosso).

    Il limito per ogni impero è di 1 Juggernaut.

    Mega Cantiere
    Il Mega Cantiere è una nuova Megastruttura che permette di costruire molte navi molto velocemente.

    Il Mega Cantiere fornisce un bonus +100 XP a tutte le navi costruite, anche nei cantieri normali. Questo per evitare un micromanagement poco divertente dove si perde tempo a scegliere dove costruire per ottenere uno specifico bonus.

    Il Mega Cantiere è sbloccato da una tecnologia che richiede che si conoscano già la Mega Ingegneria e alcune altre tecnologie.

    Il Mega Cantiere avrà 3 stadi (oltre al sito di costruzione):
    1. Struttura Mega Cantiere: 10 Cantieri, +33% velocità costruzione navi, +100 XP iniziale navi
    2. Mega Cantiere Base: 20 Cantieri, +66% velocità costruzione navi, +100 XP iniziale navi
    3. Mega Cantiere: 30 Cantieri, +100% velocità costruzione navi, +100 XP iniziale navi
    Il bonus a velocità costruzione navi è per tutto l'impero.

    Ovviamente questi numeri sono provvisori e potrebbero cambiare!

    Stellaris Dev Diary #164 - Summary of the Year 2019
    Natale si avvicina e prima delle ferie natalizie vogliamo riassumere quanto accaduto quest'anno e condividere le nostre sensazioni..

    Il 2019 è stato un anno sfidante per noi. É iniziato con un esteso periodo di patch, cosa che ci ha fatto partire col piede sbagliato. Avevano tanti problemi da risolvere, ma anche piani per il nuovo anno, piani che includevano piccoli progetti a margine ma anche nuovi contenuti per il gioco.
    Quest'anno ci ha fatto capire che dobbiamo rallentare e rifocalizzare i nostri sforzi, perché siamo andati veloci troppo a lungo. Stiamo lavorando duramente su Federations per essere sicuri che sia un'ottima espansione al momento del rilascio.

    Neanche la nostra comunicazione è stata il massimo quest'anno, anche perché c'era poco da comunicare e gli annunci sono stati posticipati alla PDXCON. Il prossimo anno speriamo di fare meglio e inizieremo il 2020 con una serie di Dev Diary Domanda & Risposta su differenti argomenti ogni settimana. Il programma preciso verrà annunciato a inizio anno, partendo col primo DD il 16 gennaio. I nostri piani per il 2020 sono a buon punto e siamo ansiosi di vedere cosa ci riserverà il futuro.

    In un precedente Dev Diary (NWI: http://www.netwargamingitalia.net/f...luzione-dlc-megacorp.30870/page-6#post-483652) ho delineato alcuni concetti che desidero esplorare nel gioco. Vediamo cosa abbiamo fatto veramente:
    • Crescita POP: modifiche a migrazione/emigrazione, crescita su vari pianeti è troppo potente, abitabilità sarà più importante
    • Settori e automazione: scelta pianeti del settore, riduzione micro, maggiori strumenti
      Qui abbiamo fatto un sacco di lavoro, compresa la designazione manuale dei settori e l'automazione dei pianeti. Il lavoro però non è finito e vogliamo continuare a migliorare questo aspetto.
    • Backgrounds: dividere civiche in backgrounds, e aggiungere backgrounds FATTO!
      Questo è stato implementato con le Origini e siamo felici di come ha cambiato il gioco.
    • Civic flavour: civic più unici
      Abbiamo migliorato questo aspetto, ma non abbiamo finito di lavorarci. Ci sono ancora dei Civic da migliorare.
    • Instituzioni: definire struttura dei dipartimenti interni come Corpo Diplomatico o Affari Xenologici e i loro fondi, dimensioni e potere.
    • spionaggio: per ottenere info, fare azioni come sabotaggio, etc.
    • Religioni & Culti: simili a fazioni, alcuni culti posono apparire. Imperi spirituali avranno un "culto imperiale"
    • Archeologia: esplora i resti di antiche civiltà FATTO!
      Abbiamo aggiunto l'Archeologia con Ancient Relics e il sistema con storie divise in capitoli ci piace
    • Vassalli: migliore personalizzazione dei rapporti: tipo di vassallo, livello di tributi, benefici, etc.
    • Federazione: diversi livelli, diversi modelli di elezioni, tasse, etc. FATTO!
      Questo sarà implementato con il nuovo sistema di Federazioni e con la patch 2.6 del prossimo anno
    • Consiglio Galattico: "ONU spaziale" con politica e diplomazia FATTO!
      Anche questo sarà implementato con la Comunità Galattica della patch 2.6
    • Primitivi: maggiori interazioni con i pre-FTL
    Abbiamo cercato di aumentare complessità e personalizzazione di Stellaris. Non vediamo l'ora che possiate giocatori con le Origini e con la Comunità Galattica.
    E siccome non possiamo avere un DD senza una sbirciatina alla prossima patch, vi mostriamo questo:

    In precedenza avevamo "Più Forte (Economia)" e "Peso Diplomatico" come tipi di successione. Abbiamo deciso di dividerli in due categorie diverse: nel Tipo di Successione si può scegliere "Più Forte" e poi nella Categoria di Successione come si determina il più forte. Scegliere "Più Forte" richiede ora Alta Centralizzazione. Un vantaggio di questa scelta è che ora si può avere una Cooperativa di Ricerca guidata dall'Impero con le migliori tecnologie.

    Cambio di Produttore
    Jamor lascia il team, sentiamo cosa dice:

    Ciao a tutti e buone feste.
    Sono diventato il Produttore di Stellaris nel Febbraio 2017. Da allora ho contribuito a tre espansioni maggiori, tre story pack e due species pack. Il gioco ha visto grossi cambiamenti con ben 37 patch - alcune migliori di altre (come dimenticare la patch 1.6 che portava la pace nell'universo impedendo all'IA di dichiarare guerra?). Alla fine è stato uno dei periodi più intensi e memorabili della mia carriera in questa industria.

    L'unica costante è il cambiamento, quindi ora sono diventato il produttore di Imperator: Rome. Sarà un onore guidare il team a crescere e migliorare il gioco.

    Ovviamente questo implica che devo lasciare il team di Stellaris. Abbiamo condiviso molte esperienze, alcune magiche, alcune tragiche. Ma non si può continuare a fare sempre la stessa cosa, quindi sono felice di iniziare una nuova sfida. Vogliamo ringraziare tutti quelli con cui ho lavorato e anche i fan del gioco, senza cui non ci sarebbe la Paradox. Noi siamo la Paradox, siamo diversi dagli altri e io sono orgoglioso di farne parte. Obidobi prenderà il mio posto e ho piena fiducia nelle sue capacità.

    É giunto il momento di posare la spada laser e di afferrare il gladio. FORZA PDS!

    Ciao a tutti, sono Obidobi e lavoro alla Paradox su Stellaris da 5 anni. Ho iniziato nella QA nel 2014 quando Stellaris era in pre-alpha e da allora ho sempre seguito questo gioco. Nel 2018 sono entrato nel team dei Produttori, aiutando Jamor su Stellaris e altri prodotti come la sua versione Console. Quindi quando Jamor si è spostato su terre più antiche, ho preso il suo mantello da Hokage per continuare il suo lavoro.

    Non vedo l'ora di scoprire dove sarò in grado di portare il team e sono entusiasta di questa opportunità. Speriamo mi accoglierete a braccia aperte come avete fatto con Jamor. Per ora vi faccio gli auguri di Buon Natale e Felice Anno Nuovo!

    Stellaris Dev Diary #165 - Ready for 2020!
    Ciao a tutti! Siamo tornati in ufficio a lavorare su Federations, concentrati su IA e stabilità, ma continuando anche a migliorare le feature introdotte. Ad esempio al momento stiamo guardando l'IA economica e rendendo più unici i comportamenti delle crisi di fine partita.
    Un altro esempio è l'introduzione di un nuovo tipo di schiavitù, le Risorse a Contratto, disponibili per chi ha il DLC Utopia (come gli altri tipi di schiavitù). Questo tipo funziona meglio in imperi evoluti e distopici, con grande bisogno di specialisti.

    Gli schiavi hanno solo il 25% del Potere Politico rispetto a POP liberi, ma le Risorse a Contratto ne avranno il 75%

    Come promesso prima delle ferie invernali, abbiamo intenzione di fare una serie di sessioni di Domande&Risposte.     Ecco le risposte alle vostre domande sui cambiamenti alle Federazioni per la prossima patch/DLC. Settimana prossima risponderemo alle vostre domande relative alla Comunità Galattica, che potete già iniziare a scrivere qui!

    Soggetti:
    Q: I soggetti sono costretti a entrare a far parte alcuni tipi di federazioni del loro padrone? quando tu li inviti?
    A: Dipende dalla federazione permettere l'ingresso anche ai soggetti. Se è consentito, seguono automaticamente il loro padrone in entrata e in uscita.

    Q: Puoi creare una federazione con i tuoi soggetti?
    A: Le Federazioni sono (teoreticamente) alleanze tra uguali, quindi è necessario essere indipendenti per crearne una.

    Q: Puoi creare una Lega Commerciale con un settore con 1 solo pianeta che hai rilasciato come vassallo solo per questo motivo?
    Sì e no. Funziona solo se lo rendi indipendenti e non semplici vassalli.

    Leggi delle Federazioni:
    Q: Ci saranno strumenti (leggi ad esempio) per combattere i cambiamenti di etica in una Federazione? Sarebbe carino avere modi per gestire un impero incompatibile che non sia espellerlo.
    A: No, non c'è modo di influenzare le etiche degli altri imperi. La penalità alla coesione è contrastata solo dall'invio di Emissari.

    Q: Esistono leggi per limitare le politiche dei membri (ad esempio bannare la schiavitù)?
    A: Al momento non ci sono leggi del genere, ma siamo aperti a valutare l'idea. Decideremo in base al feedback.[​IMG]

    Q: Esistono leggi relative a specifici POP (esempio forza tutti a schiavizzare le Stelle Marine)?
    A: Vedi sopra.

    Q: Quante leggi della Federazione ci sono?
    A: Al momento ci sono 14 categorie di leggi, ciascuna con 2-5 leggi.

    Q: Per le Cooperative di Ricerca è possibile avere una successione basata sul Dibattito Accademico?
    A: In effetti c'è un Tipo di Sfida chiamato Tesi, che probabilmente è quello che vuoi, disponibile per ogni tipo di Federazione.

    Q: Possiamo avere esempi di altre leggi?
    A: Sì! Rispetto al DD 158 abbiamo cambiato le cose. La Successione per "Più potente" ora permette di scegliere tra Economia, Flotta, Tecnologia e Peso Diplomatico. Ci sono inoltre due nuovi tipi di Successione: uno è una sorta di asta dove spendere Crediti e l'altra è una sorta di Tesi Accademica.

    Q: Possiamo avere un Tipo di Successione per impero più Debole?
    A: Non ci sono piani al momento ma non sarebbe troppo difficile. Vedremo se ci sarà richiesta.

    Q: Considerereste aggiungere elezioni per il successivo leader?
    A: Era una delle idee originali, ma troppo costoso da implementare in maniera soddisfacente. Abbiamo aggiunto il Peso Diplomatico tra le opzioni per rappresentare una sorta di referendum democratico.

    Q: Ci sarà una politica "Una nazione, Un voto" nelle votazioni per politiche e successioni?
    A: Sì, c'è una legge che determina il Peso del Voto e che di default è Uguale per Tutti. É possibile modificarla in Peso Diplomatico.

    Q: Sarà possibile avere una Federazione (commerciale o di ricerca ad esempio) che non implichi un patto di difesa comune?
    A: No, al momento le Federazioni vanno sempre in guerra insieme. Temiamo che permettere quanto richiesto possa portare facilmente a situazioni incasinate e difficili da gestire.

    Q: Ci saranno svantaggi nell'avere un alto livello di Centralizzazione oppure conviene sempre?
    A: Elevata Centralizzazione ha un impatto negativo sulla Coesione Mensile, quindi richiede un maggior numero di Emissari per mantenerla.

    Flotta della Federazione:
    Q: Potremo costruire un Juggernaut per guidare la nostra Flotta della Federazione?
    A: Sì, le Federazioni potranno costruire un Juggernaut.

    Q: Si può rimuovere il limite massimo di 500 per la capacità della Flotta della Federazione?
    A: Stiamo pensando di legare il limite massimo alla Legge sul Contributo alla Flotta: contributi maggiori aumentano anche la capacità massima.

    Q: Sarà possibile decidere/delegare chi controlla la Flotta?
    A: Abbiamo valutato l'idea di delegare un Leader di Guerra, ma al momento non abbiamo piano a riguardi. Al momento è sempre il Presidente a controllare la flotta, ma non escludiamo di cambiare in futuro.

    Tipi di Federazione:

    Indirectly for the most part. The Rules of War resolutions do directly increase pacifist ethics attraction, but most of them do not explicitly do so. Most of the resolutions encourage acting in certain ways.

    The system behind pops changing ethics has been updated, and your empire is more likely to see a much wider spread of beliefs.

    Will there be galactic resolutions to ban Sapient AI and/or ban AI servitude? If the GC votes to make sapient AI illegal, does this negatively affect synthetic or machine empires? Both or just one?
    Advanced Xenostudies in the Unchained Knowledge line bans outlawing AI, and the Universal Prosperity Mandate from The Greater Good line outlaws destroying free will by assimilating sapient organics into a gestalt empire. These can cause difficulties to certain empires, such as Driven Assimilators.

    In addition to endgame and midgame crises, can there be resolutions against genocidal empires?
    Genocidal empires cannot become members of the Galactic Community, and while the Mutual Defense line of resolutions can grant additional CB’s against them, everyone already has Containment against them.

    Can there be resolutions penalizing, banning or supporting slavery? Likewise purging?
    Yes. Reverence for Life in the Rules of War bans purging other than displacement, and the Greater Good line of resolutions places progressively stricter restrictions on living standards and slavery before banning it outright.

    Are there resolutions to force wealth transfers from rich empires to poor empires?
    Not exactly. The Universal Prosperity Mandate does attempt to tackle wealth inequality by reducing everyone’s resource storage capacity.

    Are there resolutions that can ban certain technologies like Colossi? / Can you ban weapon types or fleet types (No missiles, No titans, No colossi, No orbital bombardment)
    As noted earlier we chose to ban the act of using most Colossus weapons rather than owning specifically owning a Colossus. The Global Pacifier is always permitted.

    The Independent Tribunals resolution in the Rules of War bans aggressive bombardment types.

    Will we be able to pass anti-piracy / anti-space-monster focuses - often the AI leaves pirate bases, crystalline systems, and other "neutrals" alone for a long long time. Could we get a resolution called "Clean up your borders" or something like that? Which encourages AI to target neutral factions more.
    We do not currently have any resolutions that explicitly cover this.

    Can you offer protection for one weak empire?
    You could outlaw the Unrestricted Wars war philosophy by passing the Last Resort Doctrine.

    Is it possible for a resolution you passed to backfire on you?
    Oh yes. Make sure your Consumer Goods production is up to snuff before passing the Universal Prosperity Mandate, and that you’re not egalitarian before passing Ethical Guideline Refactoring.

    Is it possible to have allied AIs (ie those in your federation) vote against resolutions you want passed?
    Yes. Members of the Galactic Community are free to vote as they wish, though AIs are more likely to vote for things proposed by empires they like.

    Is It possible for the GC to force wars to end?
    No, though The Enemy of My Enemy in the Mutual Defense line grants a “Counterattack” CB against certain empires that are attacking a Community member in an offensive war.

    If we want to propose a resolution, are there "cards" or are all possible resolutions available to us at any given time?
    Most resolutions are there at all times, but you have to progress through the chains one at a time. (Resolutions that don’t currently apply aren’t shown, for example you can’t give the Galactic Council veto power if it doesn’t exist.)

    How do resolutions once agreed work? is it automatic or do we the player have to choose to obey. say for example if there is a resolution to reduce fleet capacity, is it optional to obey or do we get it taken away immediately?
    Resolutions have positive and negative modifiers that are forced upon you by being members in the Galactic Community. They may also have additional conditions listed which you may freely ignore, but will place you in breach of galactic law. For example, Advanced Xenostudies bans the “Artificial Intelligence Outlawed” and “Passive Native Studies” policies.

    Do the votes necessary to pass vary depending on the type of resolution? like 70% approval for some, 50% for others or is it strictly majority?
    A simple majority (by Diplomatic Weight) of empires that are voting passes a resolution that is on the floor.

    How do we create a resolution? Are some resolutions locked till a certain point in the game? Or are all resolutions available from the start of the galactic community?
    Each empire can have one resolution at a time in the proposal queue. Proposing a resolution costs varying amounts of Influence - higher tier resolutions cost significantly more. While resolutions are in the proposal queue, empires can choose to support or oppose it (or abstain) if they like. When the Senate is ready to go into session, the resolution with the highest support will move to the floor, where it will be voted on for several years. (Empires that supported or opposed it in the queue will have their vote pre-cast, but empires can change their vote once every 120 days.)

    Certain resolutions will not be available unless they make sense. You cannot declare the Prethoryn Scourge to be the Galactic Focus until they exist, for instance, nor can you modify Council powers if it doesn’t exist.

    How often do resolutions happen? Can this be increased? / How frequently are resolutions voted on?
    When a resolution proposal moves to the Senate floor, it is debated for 1800 days. At the end of this period, it will become Galactic Law if the votes in favor of it exceed the votes against. (Empires may abstain from the process.)

    After this, the Senate goes into recess for 720 days.

    While the Senate is in recess, Council Members may call an Emergency Session, forcing a proposal to the floor early. (Each Council Member can only do so once every ten years.)

    What are the three most extreme resolutions that can be passed?
    All of the fifth tier resolutions are pretty extreme, but let’s highlight these three. All resolutions also come with a handful of modifiers.

    The Universal Prosperity Mandate in The Greater Good outlaws all living standards (for free-willed organics) other than Shared Burdens, Utopian Abundance, Chemical Bliss, or Mandatory Pampering. It also cuts resource storage capacity in order to reduce wealth inequality.

    Extradimensional Experimentation in Unchained Knowledge unlocks a planetary decision that consumes Zro to fund extradimensional research at Advanced Research Complexes. It has some fancy red text.

    Absolutely nothing bad will happen, I promise.

    The Renegade Containment Doctrine in Mutual Defense holds that the benefits of membership in the Galactic Community are self-evident, and as such refusal to be a member clearly indicates ill intent. Members are authorized to preempt any nefarious acts with force before non-members enact their plots. (Through the “Preemptive War” total war CB.)

    Is there any interaction between the Galactic Community and player actions that can create side-effects for the galaxy, such as L-Gate research, dangerous technology research, or pacts with Shroud entities?
    As noted above, dangerous research is actively encouraged by the Unchained Knowledge line of resolutions.

    Has a playtester ever gotten screwed over by a resolution they proposed?
    Mentioned earlier, but in one of the multiplayer games we forced through an earlier version of the Universal Prosperity Mandate. One of the conspirators involved didn’t have enough consumer goods production to support Utopian Abundance. Hilarity ensued.

    Does voting for or not voting for a particular resolution increase or decrease opinion of your empire. like if i have enough diplomatic weight to rule whatever i want but all the other members combined cant get what they want (lets say I'm an imperial despot and the rest are pacifist democracies, and i vote for yes to orbital bombings).
    Yes. Empires that voted with you will get an opinion bonus, while your opponents will get an opinion penalty. The empire that proposed the resolution will be especially grateful if you push it to the floor via declaring it an Emergency Measure, and will likewise be incensed should you Veto their proposal.

    In terms of Galactic Community resolutions, what kind of impact can they have beyond:

    Addition / subtraction of percentage modifiers such as the Military Readiness Act shown in the dev diary;
    Galactic Focus measures (the Galactic Market and Crises).


    Resolutions can easily apply modifiers to all community members, but can also be easily checked for elsewhere in script.

    One example of “additional effects” would be in Underdeveloped System Utilization from the Galactic Commerce line.

    How flexible will the scope of policies and sanctions be from a modding perspective?
    Extremely. Resolutions are implemented in script, so modders should be able to go wild.

    How will the AI vote on resolutions? Are their voting based on their ethics, governments, technologies, maybe something else? Can I evaluate if it would be hard to pass a resolution just by the look of it?

    Example: Say I want to propose a resolution about science restrictions, but the galaxy (or at least its diplomatic heavyweights) is mainly materialistic. Would such a resolution certainly require a lot of calling in favour to pass?

    The AI takes all of the above into account, as well as their opinion of the empire that proposed the resolution. Generally civics have the largest effect, followed by ethics and AI personality. Empires with Egalitarian friendly civics (and Rogue Servitors!) are likely to support Greater Good resolutions, while slavers are likely to oppose them.

    You can see what empires are likely to support a resolution before proposing it.

    In a few cases, ascension perks are represented as well. A Defender of the Galaxy will be eager to rally the community against a crisis, for instance.

    Any chance that the GC can mandate your resource production, or is it just your fleet production.
    There is an Ecological Protection resolution line, and the Demobilization Initiative in the Rules of War can outlaw Militarized Economies.

    A cynical leader might push for the harshest environmental resolutions in order to cripple galactic alloy production, or to make the creation of Machine or Hive Worlds against galactic law.

    Can we use the GC to enforce a biodiversity requirement? Like mandating that every empire has at least 25% of its population be aliens, Or that you have less than ten percent aliens?
    We don’t currently have a resolution chain that does this, but it would likely be possible for a mod to do so. (This sort of resolution would cause problems for most gestalt empires, however, so it would either have to be high in the line or have some other means of compliance.)


    Violating Galactic Law and other Antisocial Behavior
    Will any of the resolutions allow you to put certain policies in violation of galactic law?

    Yes. The resolutions aren’t ever just a simple “Policy X is banned”, however. They all come with a number of other effects.

    What are some things that are always a breach of the galactic law?
    Nothing. The Galactic Community is a blank slate when initially formed. Similarly, unless Sanctions are passed, being in breach of galactic law isn’t that big a deal. (Other than having a negative opinion modifier with community members that are in compliance.)

    What are the sanctions you can impose on an empire that's in breach of the galactic law? Any more unique and interesting ones that you can disclose?
    Economic Sanctions increase your Market Fee, Administrative Sanctions affect Administrative Capacity, Research Sanctions affect Research Speed, and Military Sanctions affect Naval Capacity. All four also reduce the amount of Diplomatic Weight you receive from their associated field. Being in breach of galactic law can also render you vulnerable to denouncement, or if the Castigation Proclamation has been passed, valid for Humiliation wargoals.

    Are sanctions a blanket debuff or do they come in particular types? ie military economic ones reduce military capacity, economic ones damage EC and/or CG and political ones reduce weight etc.
    See previous answer.

    What consequences are there to never join the community?
    The galactic market is tied to the Community, so you won’t have access to that, and if the Community is feeling particularly militaristic they may end up with new CBs targeting non-members.

    To what extend can we "sanction" other empires? Can we punish them for aggressive acts, like invading primitives? How does this work?
    Some acts can be banned by resolutions. Performing those acts causes your empire to be in breach of galactic law for ten years. (Such as terraforming a planet into something other than a Gaia world if the Environmental Control Board has been passed.)

    We do have two resolutions that deal with primitives, but neither bans aggressive acts against them.

    What about gestalts? If sanctions are imposed against a hive mind or machine empire, what would those entail? Is it purely an economic penalty, or is it some kind of diplomatic one?
    Gestalts can be affected by the various sanctions. See above.

    In one of the teaser images, the Galactic Community proposal queue contains Minor and Moderate Research Sanctions. How are these going to work? Currently, there is no way for an empire to negatively affect another empire's research abilities, and it doesn't make sense to me that the Galactic Community would be able to do things that its constituent empires cannot.
    Research Sanctions apply a penalty to Research Speed. The sanctioned empires are expected to permit regular inspections of their research facilities to ensure that they are in compliance with galactic requirements.

    Is it possible to defy a resolution; for example a resolution prohibits you from uplifting primitives but you decide to enlighten them anyhow; what happens exactly to you (and possibly the primitives you just enlightened)?
    It depends. If there are no sanction resolutions passed that apply penalties to empires in breach of galactic law, you receive a strongly worded letter, and all compliant empires in the Galactic Community have an opinion penalty with you while you remain the breach of galactic law. If there are sanction resolutions passed, they come into effect and you suffer the consequences.

    Are there any good reasons not to join the GC, and how much can the GC affect an empire that isn't in it? / How will the Galactic Community mechanic affect players/empires that simply do not want to participate?
    If the ethics of the galaxy as a whole conflict harshly with your own, certain blocs may enact resolutions that do not agree with you. Staying out of the Galactic Community will prevent those resolutions from affecting you.

    The community is unlikely to affect you much unless they are strongly militarist and become aggressive to non-community members.

    If you declare war on a GC member, will you face the entire GC in battle as a monolithic entity, or will you simply fight the empire (and its federation) that you declare war on?
    The community is not a defensive pact, though some empires may take advantage of the state of war.

    How do you know if an AI empire is in breach of galactic law?
    There’s a symbol on them in the community.

    Is there any way for the GC to interfere with an ongoing war between empires? The only way I can think to do this is a resolution that increases that conflict's War Exhaustion.
    In general, no, but it depends on what resolutions have passed. The Enemy of My Enemy will grant a “Counterattack” CB against empires that are attacking a Community member in an offensive war.

    Will AI always follow Galactic law, or will they ignore it if the penalties are minimal to non-existent? Even when penalties aren't minimal, will they ignore it if they are strongly against the law or in a desperate situation?
    They will typically try to comply, but it is not an overwhelming desire.

    With the Galactic community being expanded, will it be possible to sabotage/ Assassinate or to steal (Tech/Ships/Resources) from other members of the galactic community without having to go to war?
    It’s certainly possible to negatively affect other empires through strategic use of the resolution process and by targeting your rivals for denouncement, but direct empire vs. empire espionage and sabotage is not part of this DLC.

    In the Galactic Community, for Denouncements, is that say based only after say a detection function occurs I guess like a pop up window, or is it like in the Resolutions list but greyed out until say a year after a Resolution passes to prevent Denouncements anytime?
    Resolutions go into effect immediately when passed, so you may wish to align yourself with the requirements just before it becomes law.

    Denouncements must follow the normal proposal procedure, however, so unless a Council Member wants to push it forward as an Emergency Measure you should have ample time to address your failings before it goes to the floor for debate.

    I am intrigued by the idea of sanctions. Do they consist of strongly-worded letters or could we get something like CBs for breaching galactic law?
    While sanctions are passive, such a thing does exist in the Castigation Proclamation of the Mutual Defense line.

    Is there going to be a way to stop shadow princes? For example a federation in MP ran by two players helping increase their diplomatic weight and only one them is in the galactic community for the sole purpose to tank it and apply as many debuffs as possible like limiting fleet size and resources income. basically allowing the other player to snowball other empires while still under the protection of a federation. I could see this having a really negative effect on gameplay.
    We feel that it’s unlikely that the second player will be able to exert enough influence on the Galactic Community to accomplish this by themselves. There are too many actors involved to be able to trivially overwhelm their opinions.

    For resolutions that just give passive buffs/debuffs, can you choose to not follow them and be in breach of galactic law? Say I don't want my workers getting rights, or improved trade standards.
    No. The passive effects of passed resolutions apply to all Galactic Community members. You can push to repeal the Charter of Worker’s Rights though.

    Do any resolutions make certain policies required? If so can one use Galactic Community compliance to bypass ethics restrictions (example, could the GC mandate synth rights, and if it did could a spiritualist nation gives syths citizen rights to be in compliance even though it goes against their eithics?)
    There are resolutions that ban or require certain policies, but they do not grant the ability to bypass restrictions. Ethical Guideline Refactoring, for example, requires that empires use the most powerful leader enhancement policy they possess. We have a warning on it that egalitarian empires may be unable to meet this requirement.

    Egalitarian empires will almost certainly oppose this measure, and if it passes, they will have to decide whether they’re content being in breach of galactic law, want to push to repeal it, or if they want to embrace a faction and cease their freedom-loving ways to achieve compliance. (The egalitarians can get their revenge by passing the Universal Prosperity Mandate.)


    The Galactic Council
    Does being on the council come with some additional perks aside from veto/emergency powers?

    Council members have a 20% bonus to Diplomatic Weight, and their own place of honor in the Galactic Community UI.

    How often can you declare a resolution an "emergency"? Is there something stopping you from just spamming emergency declarations?
    There is a ten year cooldown on Emergency Measures. They can also only be used when there is not a resolution already being debated on the floor.

    If the council is formed and an GC empire exceeds the influence of one of the council members, is that council member immediately replaced with the new empire or is there some mechanism attached?
    Council members are chosen once every twenty years. A notification will let you know 180 days before the selection occurs.

    Will each member of the galactic council fulfill a specific role that comes with obligations as well as bonuses?
    There are no specific obligations or positions. Using your Emergency Measure and Veto Powers (if they are enabled) judiciously may be important or appreciated by other empires.

    Will each council member maintain their membership in their own federations or would they have to join a new "Council Federation"? If no then how would other members react if one is attacked/at war? Can they declare war on each other?
    Council members remain in their own federations. They may freely attack each other. (In fact, they are likely to try to use resolutions as weapons against one another.)

    Does building the Interstellar Assembly increase the number of council members?
    No. The Council initially starts with three members when formed, and resolutions can increase or decrease this number.

    Yes, you can reduce this number to one. (I am the Senate!)

    Does the game support "script triggered proposal that jump the normal queue of voting and happens immediately".
    If the Council exists, they can declare proposed resolutions to be Emergency Measures and skip the queue while the Senate is in recess.

    So the council has veto powers and can rush through some resolutions? What other special powers can they get?
    Councillors can propose resolutions to denounce empires (though this power can be stripped from them). Sanctions beyond the first tier must also be proposed by a Council member.

    When there are multiple members of the Galactic Council, can they all veto or call for emergency resolutions individually or is it a vote amongst the Council members?
    Individually. Any council member can veto a resolution (if the power is unlocked) at an influence cost, and with a cooldown.


    Threats, Crises, Enclaves, and Things With Fleets Larger Than Ours
    How will Awakened Empires, the War in Heaven, and Guardians of the Galaxy interact with the Galactic Community?

    The community can choose to issue resolutions related to the War in Heaven. They may side with one of the powers (making it against galactic law to side with the other), or denounce both sides.

    You have mentioned that the Galactic Community can rally its members against the endgame crises (Prethoryn, Unbidden, Contingency). Will it be able to rally against other crises, like the End of the Cycle, Grey Tempest, Khan, or whatever crises you will add in the future? Will the AI empires actually coordinate their fleets with the player? / How does rallying the GC against a Crisis work? What does the resolution do?
    The community will enter “crisis fighting mode” if any of these are declared a Galactic Focus, with behavior they feel is appropriate (including opening borders). Note that unless the crisis has demonstrated itself an extreme threat, empires that are not directly threatened will probably dismiss it as a hoax.

    What sort of things can be declared a "threat to the galaxy"? Can I be declared a "threat to the galaxy" when playing as fanatic purifiers/swarms/exterminators? What are the mechanical consequences of declaring something a "threat to the galaxy"?
    The major and minor crises and the awakened empires of the War in Heaven can currently be declared as Galactic Foci. Genocidal empires are not supported as Foci at this time.

    How will other entities (Enclaves, Marauders, Caravans, etc) interact with the Galactic Community?
    Minimally, though the Advanced Xenostudies resolution in Unchained Knowledge improves the Art College, Curator Think Tank, and Trader Proxy Office.

    There are mods out there that let more than one crisis happen; since the GC can be rallied against a crisis how hard will it be for modders to mod it so that you can rally the GC twice or thrice?
    There theoretically shouldn’t be any issues. You can only have one Galactic Focus active at a time though, so if they’re occurring simultaneously you may end up with erratic results.

    Is it possible to say the focus of the galactic UN be like no slaves in the galaxy or no poor living standards? Will the focus be only military based?
    Galactic Foci are primarily dealing with the various crises, but forming the Galactic Market is also classified as a Focus. Doing things like banning slavery is handled through passing resolutions.

    Will Fallen or Awakened Empires ever join the Galactic Community? If yes, how will the diplomatic weight from their extreme technology advantage be handled?
    They normally will not. They’re above the petty bickering of the child races. If a faction breaks off from them (a rebel faction, for instance), all bets are off. They will enjoy flexing their mighty technological diplo-muscles.

    Similarly, the Great Khan will remain outside, but the diadochi states might choose to join the Galactic Community.


    Favors
    Will the obvious exploit regarding the mechanic to call in favors be addressed before release? (Using a tremendous number of favors to force votes to go your way.)

    Calling in favors in the Galactic Community has an Influence cost which acts as a regulating measure. Generally, it’s possible to use favors to swing a close vote one way or another, but the costs for the sort of behavior described here would be astronomical.

    Would it be possible to trade favours for influence in the trade screen?
    Influence cannot be directly traded.

    How are favors gained?
    Favors can be gained from events or through trade deals.


    Other Topics I Couldn't Categorize Easily
    Can you collapse the galactic community? E.g. lets say I form a hegemony federation and vassalise every other empire in the galaxy. What happens to the GC? Does it just continue functioning? At this point, my Hegemony is the galactic community. It would be cool to get a little popup like "THE DEATH OF DEMOCRACY" and the GC gets dissolved (with options to reinstate it later if any nations break free of their vassal status).

    In this example the Community will continue functioning as normal. As the most powerful empire in the galaxy you are likely to be a Council member and have a large amount of sway through your Diplomatic Weight.

    Are there events (besides the ones mentioned: Galactic market, rallying the galaxy to handle a crisis event, creation of the Galactic security council) related to resolutions passed by the GC: i.e. Your populations don't like certain resolutions causing them to rebel?
    Most of them are informative events to inform you about new edicts or planetary decisions that have been unlocked by resolutions.

    The Interstellar Assembly can grant extra envoys, which can then be sent as additional representatives.

    What influence will the GC have over the Galactic Market? Also, what happens if you are the seat of the Galactic Market and defy the GC? Are there any new mechanics with the GM due to the GC/Federations? / Is the galactic market available to non-GC members?
    The galactic market is now formed through a resolution in the Community. Only community members may take part in the market. If the market leader leaves the community, the bidding process will be started again for a new leader.

    Further, an option to Re-host /reselect a host for the Gal market via resolution would be nice. Otherwise you'll get weird cases where someone was a galactic market host then you kick them out of the GC and they're still hosting the stock market for the galaxy (the same galaxy that branded them a pariah).

    While it’s intentional that being the highest trade value empire doesn’t automatically make you the market leader, some adjustments have been made to give more suitable locations a boost in the selection process.

    As noted above, if the market leader leaves the community, the market leader election chain will be triggered again.

    Does the GC interact with any Ascension Paths?
    Not directly.

    What's your design process for deciding what makes for a good galactic law? What kinds of interactions are you trying to encourage?
    We attempted to have a strong theme for each of the resolution categories, and then tried to create a progression from an entirely reasonable and moderate starting resolutions to some pretty dystopian finishers.

    A good series of resolutions should have controversial elements to ensure that there’s reason for opposition and to add a bit of “spice” to the game. It ideally should be able to be used as an indirect weapon against some empire types.

    We took some inspiration from actual legislation for the feel of the names of some resolutions - we imagined the media conglomerates of the galaxy condemning the opposition with “How could you oppose ‘Building a Better Tomorrow’? YOU MONSTERS.”

    We greatly look forward to see what the modding community comes up with.

    Do you have examples of other laws which can put empires in violation of galactic law?
    Some resolution lines ban more things than others. The Rules of War and Greater Good lines, for example, focus primarily on restricting certain behavior. Rules of War includes things like banning most forms of purging, bombardment stances, war philosophies, and even militarized economies in the last tier. The Greater Good focuses on progressively improved living standards and outlawing different forms of slavery. Scattered throughout this Q&A are more galactic law tidbits.

    How do the influence discounts from xenophiles and diplomacy traditions fit in (assuming you haven’t changed them to diplomatic weight or something)? Do fanatic xenophiles with diplomatic traditions get influence free GC diplomatic actions (such as favors and resolutions)?
    The diplomacy traditions will apply only to influence upkeep, so will not affect the cost to propose Resolutions or other diplomatic actions. The Xenophile and Fanatic Xenophile ethics have their bonus changed to increase Diplomatic Weight instead of modifying diplomatic influence costs.

    Can there be non-war related emergencies, such as economic interventions into failing states?
    The formation of the Galactic Market is handled as a Galactic Focus. At this time we have not created any Foci related to economic interventions, but this is within the scope of what it supports.

    What kind of galaxy do you find interesting in the galaxy community? / How do you want us to use the galactic community?
    Multiple competing power blocs that are using the resolutions to attempt to indirectly cripple each other.

    It’s a tool in your toolbox that you can try to use to twist the galaxy in certain ways. We’re hoping for entertaining emergent stories to come out of it.

    What opportunities are there for empires to focus on improving diplomatic weight and specialize in a diplomatic approach, given that a non-diplomatic focus will improve diplomatic weight through the base values (fleet, pops, economy, technology)?
    There are numerous ways to increase your Diplomatic Weight. Xenophile ethics now grant a bonus rather than reducing diplomatic influence costs. Non-machine empires have a civic available to them that grants additional Diplomatic Weight and additional envoys, which can be sent to the Galactic Community to increase Diplomatic Weight. Diplomatic Stance has a massive effect. There’s also a new building that can be built on your capital world that grants additional envoys.

    Controlling the resolutions that pass also has a major impact, since almost all resolutions affect the Diplomatic Weight calculation in some way. If Industrial Development resolutions pass, for instance, the Diplomatic Weight contribution from Economy increases.

    As noted previously, there are typically many actors in the Galactic Community, which generally makes it possible to find allies for resolutions you wish to pass. It’s important to pick and choose when you want to call in favors to pass a critical resolution that will have the most impact to help you win the next resolution cycle.

    No, but you can disable certain types of alerts by shift-right clicking on them. (You can re-enable disabled alert types by toggling that section on in the Outliner and right clicking on them.)

    Will having any diplomatic relationship bigger than Open Borders still generate Xenophile attraction?
    If you are in a federation, defensive pact, or commercial pact with an empire that is a different species, then yes, the xenophiles gain a bonus to ethics attraction. (And contact with an empire that has enslaved or genocided pops of your species provides a xenophile attraction penalty.)

    Will there be some new (diplomacy related) Ascension Perks?
    There are no new Ascension Perks, but Galactic Contender now also grants a Diplomatic Weight bonus.

    Wow, influence is going to be in high demand! How do the overall costs work out? I assume we still need influence for megastructures, ecus, artifacts, and habitats? Do the various pacts still cost the same amount of influence?
    Yes, diplomatic uses for influence compete directly with existing other uses for the resource. This is intentional, we want aggressive empires that are spending their influence on claims to have less freedom in the diplomatic arena than more friendly empires.

    Favors, the Galactic Community, and certain Diplomatic stances impose novel influence costs (and in some cases high ones), and Xenophile empires have traded out their own influence cost reductions for diplomatic weight increases. Have there been any changes in rate of influence gain or ways to manage influence costs?
    As noted in the above response, this is an intentional change that we’ll be watching. The set of diplomatic tools have grown more powerful.

    Are there any new sources of influence?
    Successfully completing Galactic Foci typically grants some influence, and due to changes with how ethics shift, empires will often have more factions to exploit.

    Do costs scale with administrative sprawl?
    No. (There have been several changes made to the Empire Sprawl system, early iterations were described inDev Diary #153.)

    Civic(s) that boost diplomatic weight and envoy count have been previously mentioned. Are versions of these available to Megacorps as well as Standard Empires?
    Yes. Hive minds get one too (which also reduces the opinion penalty hive minds get with organics). Machines do not.

    Will the new Diplomatic Corps civic have ethic (or other) requirements or is it more of a free pick for any empire type (obviously barring genocidals)?
    Diplomatic Corps cannot be taken by Fanatic Purifiers or Inward Perfectionists. Empath cannot be taken by Devouring Swarms (or Terravores). There are no restrictions on Public Relations Specialists, since Megacorps aren’t big on the whole murdering everyone in the galaxy thing.

    We intentionally did not put ethics restrictions on them, so your xenophobic empires can have well-trained specialists ready to insult you.

    Is ethics attraction affected by the level of diplomatic relations you have with other empires? If I'm Materialist and I have fantastic relations with 4 Spiritualist empires, will I start seeing some serious pull for my pops towards Spiritualist?
    You already do, actually. It’s listed as “Diplomacy with Spiritualist Empires” in the Ethics Attraction tooltip.

    Will there be any change to the deals made between subjects and overlords? Such as new subject/overlord types, flexible tributes and obligations, or changes to the current relations?
    It’s definitely something we want to do, but haven’t been able to get around to yet.

    Federations can choose to allow or prohibit separate treaties. How do you negotiate with a Federation that has prohibited separate treaties? When a Federation whose members you have treaties with moves Separate Treaties to "Prohibited" from "Allowed", are existing treaties affected and if so, how? Similarly, how are existing treaties with a Federation applied to individual members when that Federation moves Separate Treaties to "Allowed" from "Prohibited"?
    When the federation law changes, all diplomatic deals that become prohibited should be removed. Separate Treaties only affects certain deals like Migration Treaty, Research Agreement and Commercial Pact.

    Currently you cannot invite Federations to join a war you are planning. Will this change?
    No current plan, but it's something we may want to look into.

    Currently, almost all of the information one would want to know about an empire is revealed immediately upon meeting them. Are there any plans on changing this?
    It’s beyond the scope of this expansion, but it is something we have discussed and would like to change at some point. It’s not the highest priority, however.

    How can you track favors you owe to others and others to you?
    You can see favors in the Contacts list and Diplomacy screen. Within the Diplomacy screen you can see how many favors are owed in a tooltip.




    Will there be new or revamped events affecting Favors? For instance, the event where you choose between returning minerals or keeping them for yourself.
    We’re looking into if we want to add more of those types of events, but for now we’ve updated existing events where it makes sense.

    Diplomatic Stances and Diplomatic Weight
    You've described various ways to multiply diplomatic weight, but not how it's base number is calculated in the first place. So how does base diplomatic weight get calculated?

    Your empire’s base Diplomatic Weight is a calculation that uses fleet power, pops (modified by pop happiness), economic power, and technology. If you are a member of the Galactic Community, the resolutions that have been passed can drastically alter the effects of each of these categories.

    Xenophile ethics, galactic community delegates, techs, civics, and diplomatic stance are just some of the things that can have major effects on this value.

    If the player is Overwhelming to all other empires, will they also have the highest(unadjusted) diplomatic weight? Is it possible to have a greater diplomatic weight than the rest of the galaxy combined?
    They are likely to have the highest Diplomatic Weight in this scenario (though this is not guaranteed, especially if they hold an Isolationist stance).

    It’s possible (but difficult) to outweigh the rest of the galaxy.

    Are there effects or purposes of Diplomatic Weight outside of Galactic Community resolutions and certain methods of Federation voting? / Has diplomatic weight any use beside the galactic community?
    No, the primary use of Diplomatic Weight is to determine influence within the Galactic Community. Although it can also be used for federation voting, that is not its primary job.

    Are certain diplomatic actions blocked by stances?
    No, but certain stances, like Supremacist, can loosen other requirements.

    Are there any plans to add effects for acting contrary to your diplomatic stance in the future?
    Like many policies, the Diplomatic Stances highly encourage certain styles of play. Most stances apply influence cost penalties to different diplomatic actions. Sending an envoy to Improve Relations, for example, costs 0.25 Influence a month if you’re in the Belligerent stance.

    The genocidal empire types, dormant fallen empires, and primitives have their own unique Diplomatic Stances that they cannot change. These are largely for flavor purposes.

    Awakened empires use the standard set of Diplomatic Stances, but almost always choose the Supremacist stance. The Great Khan always does.

    Can we get previews of the 'special' diplomatic stances as well? For instance, Mercantile?
    The Mercantile diplomatic stance is available to megacorps or empires with the Corporate Dominion or Merchant Guilds civics.

    It’s more the other way around - empires that favor trade are the ones more likely to end up in the Mercantile stance. The only real AI difference is that an empire in a Mercantile stance will be more likely to keep their borders open.

    Do you want to give some details on how the diplomatic stances interact with factions?
    Some factions are pleased by holding some Diplomatic Stances, while others may get upset. The Imperialist Faction, for instance, isn’t fond of the Cooperative diplomatic stance:

    If number of pops are used to calculate diplomatic weight, do different pops count for different amounts? Eg ruler pops count more than workers, free workers pops more than slaves, slaves or workers count more than robots or gestalts?
    Pops are worth a base of 1 Diplomatic Weight, with those that are subject to happiness adding twice their happiness. Criminals, deviant or corrupt drones, presapients, non-sentient robots, and those undergoing purges or assimilation do not add to diplomatic weight.

    This does put most gestalt empires at a political disadvantage (with the possible exception of Rogue Servitors.)

    Is there a way to get more diplomatic weight that is not related to civics, fleet power, science output, economy, megastructures or diplomatic stances? E.g. can a diplomatic fleetless player surpass an economically stronger, warfaring one with a huge fleet in diplomatic weight?
    We expect that most empires will excel in certain areas while they may lack in others. A diplomatically savvy empire can exploit this. Your diplomatic fleetless player could push strongly to pass Rules of War resolutions, each of which reduce the Diplomatic Weight contribution of fleet power by 20%, while also encouraging The Greater Good resolutions which each increase the Diplomatic Weight contribution of happy pops.

    Are diplomatic stances moddable and what variety of effects can be applied to them?
    Yes. Diplomatic stances are policies, and thus have the full range of triggers and effects associated with them.

    You said the "normal set of stances include", so there are more than 6 stances? are more stances unlocked overtime?
    Belligerent, Cooperative, Isolationist, and Expansionist are available at the start for most empires.

    Mercantile replaces Isolationist for Megacorps, but is also available to empires with the Corporate Dominion or Merchant Guilds civics as mentioned earlier.

    Supremacist is an upgraded, more aggressive version of Belligerent that is unlocked by completing the Supremacy traditions.

    Does the "Liberation War" Casus Belli result in changes in the target's Diplomatic Stance like a successful Humiliation War would?
    No, knocking Supremacists down to Belligerent is explicitly part of Humiliation wars.

    Will vassals, protectorates, subsidiaries, satraps, signatories, thralls, satellites and dominions be limited in the Diplomatic Stances they can select? Will there be any distinct diplomatic stances for them?
    No, but picking Supremacist might make your overlord mad at you.

    Are Diplomatic Stances limited by ethics? / Do stances shift ethics?
    No. Your factions may have certain opinions though.

    Authority does though, since Megacorps don’t get the Isolationist stance.

    How common will the Supremacist stance be?
    It depends on the makeup of the galaxy, and the empires within it.

    Here's a general breakdown of how AI empires will treat it:

    Pacifists will never pick it. Awakened empires and the Khan will almost always use it.

    Militarists and Authoritarians are attracted to it. Civics like Nationalistic Zeal, Warrior Culture, Warbots and Private Military Companies increase attraction to it. Conqueror and subjugator AI personalities will be attracted to it.

    They will also be much less likely to select it if they are aware of another Supremacist empire that has overwhelming fleet power relative to them, or if they’re not the strongest empire in their local vicinity.

    Would it be possible to make stances be per-empire instead of all inclusive? For example, if I want to be belligerent to my southern neighbor and mercantile to my northern neighbor?
    No, we decided to not make stances an inter-empire status, but rather a measurement of how your empire conducts its foreign policy (generally speaking).

    Do AI choose their diplomatic stance based on AI personality? / What will drive an AI's choice of diplomatic stance? Ethics? Personality? Government type?
    Yes. They use a combination of factors like ethics and AI personality.

    Are there technologies that improve diplomatic weight? Any repeatables?
    Yes. Some old friends have returned.

    Diplomatic Relations
    Is there anything planned to stop the current polarization of empire opinion? Right now, barring extreme circumstances, it's all too easy for +5 or -5 to escalate to +500 or -500 due to a phenomenon of "I like you, so I do things that make me like you more/I hate you, so I do things that make me hate you more."

    While empires do still frequently end up with their hated foes and beloved allies, the relations and envoy systems give you more flexibility than before.

    How easy will it be to overcome the xenophobe opinion penalty with envoys improving relations? Can I expect to no longer be boxed in with everyone closing their borders to me when playing xenophobe?
    This largely depends on what you do. If you take a cooperative Diplomatic Stance and send envoys to Improve Relations with the nearby empires, you may be able to overcome your natural loathsomeness. Your Supremacist faction might disapprove.

    “Diplomatic Actions now have Relations requirements - you can't make a Defensive Pact with someone you barely know, for instance, unless you assign one of your limited Envoys to seal the deal.”

    Is this referring to using an envoy to improve relations, or is it possible to bypass the relations requirement?
    The various diplomatic actions have Relations requirements. Sending an envoy relaxes the relations requirement.

    Is declaring war gated by empire relations, so that you could say prevent another empire from declaring war on you by using an envoy to improve relations?
    Wars are not explicitly blocked by empire relations, but AIs will typically behave in accordance with their AI Attitude. You could try to steer an empire’s attitude by flooding them with diplomats attempting to sway them towards friendship.

    Your envoys will, however, be expelled if war is declared.

    Currently, the AI Attitude ("Hostile" / "Unfriendly" / "Neutral" / "Wary" / "Friendly") which affect trade and treaty acceptance are based on opinion and the occasional set of other items. How does the AI Attitude interact with the new Diplomatic Relations system?
    As noted above, AI Attitude is still used to help determine the goals of the AI. They’ll still need to meet the relations requirements of whatever diplomatic action they’re pursuing, but will attempt to use the new tools as needed.

    Can you clarify that the new structure will be: Trust (is a factor of ) < Opinion (is a factor of ) < Diplomatic Relations?
    This seems accurate. Active diplomatic pacts will build trust, which will build opinions, which will improve relations.

    How do Fallen and Awakened Empires interact with the Diplomatic Relations system?
    As normal. They have extremely restricted diplomatic options, however, and relations based restrictions on actions against them (such as insulting them) are relaxed. (Since they won’t accept envoys.)

    Envoys
    How many envoys can you assign at the start of the game?
    Currently, empires start with 1 envoy, but we're in the middle of trying out the balance for this. It will be a number between 1 and 3.

    How does one get more envoys? Is it limited by empire size, government, technology, traditions and policy, or none of the above? Is there a hard limit on the number of envoys you can get?
    Regular empires, megacorps, and hive minds each have a civic that gives 2 additional envoys; Inward Perfection reduces the number by 2. You can gain 2 more for having a completed Interstellar Assembly, and there are techs that unlock Empire Unique buildings that can give an additional 2. Finally, if you are the president of your Federation and it has unlocked the associated perk, you can have 1 more. We're currently experimenting with adding more Envoys for xenophile empires.

    There’s no explicit upper limit.

    Do envoys exist only to limit the number of diplomacy?
    Envoys exist to give you an interesting choice whether you seek to manipulate relations directly with an empire, increase your pull in the Galactic Community, or improve your Federation. Thematically, it also felt nice to send an envoy over to an empire to deliver an official diplomatic insult.

    How moddable are envoys? Will scripts be able to check what specific envoys are doing? Has introducing envoys meant any changes to how moddable the other leader classes are? Do biological traits affect envoys? Can we give them (leader) traits?
    Envoys are treated as leaders, so all of the standard leader related triggers should be available. The biggest exceptions are that they have no costs or upkeep, and they are automatically replaced when a position opens up.

    We don’t give them traits, levels, or XP due to some of these gameplay decisions, since we treat them as “mini-leaders”, but events and other systems that target leaders (like faction membership and elections) work with them.

    Mods could add traits to them, though with the warning that envoy UIs aren’t fully supportive of it at the moment:

    As a side side note, will the charismatic trait have any bearing on diplomacy like it once did? Perhaps it could increase envoy effectiveness?
    We have no current plans to change the trait.

    What are envoys from a script/modding perspective? Can I write a mod to assign them to any scope I like? Imagine an event chain that has you assign an envoy to one of your ships, then bring it safely to a destination like so many Star Trek plots.
    As noted above, they’re treated as leaders in script, so you should have most of those tools available to you for your experiment.

    If we do have the ability to assign envoys to any scope, would this be possible for other characters? Assigning scientists to observation stations, for example.
    That is currently not possible.

    Will we have ways to worsen relations between two enemy empires? / Will we be able to also use envoys to improve or harm relations between another empire and a third party? Can I use envoys to agitate and impair other empire factions?
    No, that lies beyond the scope of the expansion. However, it’s something we may want to expand upon in the future.

    Does the diplomacy interface have an icon that lets you know immediately that player empire envoys have been dispatched? Is there a way to know which empire the AI empire is sending envoys to?
    You can see what empires have sent envoys to influence relations with your empire or maintain your Federation. You can also see how many they have sent to the Galactic Community. You cannot directly see what they’re doing with their other envoys, but you may be able to insinuate it indirectly.

    Do any civics specify bonuses to envoys, like with Civic A envoys do more or you gain envoys faster?
    Not currently, but the Cooperative Diplomatic Stance improves the rate at which your envoys Improve Relations by 50%.

    Can players or AI empires reject envoys who came to the empire?
    Only indirectly, through a declaration of war.

    Can we send envoys to Enclaves?
    Not at this time.

    I see that there is a cooldown on reassigning an envoy to a new mission. Is there also travel time?
    There is a 360 day cooldown when you send an envoy on a mission. We did not include a travel time, since immediate feedback felt better than delaying all of your diplomatic actions.

    Can envoys be used to gather some sort of intelligence, either allowing you to view other empire's trade deals with the empire hosting your envoy, if you can't already, or gating that knowledge behind such a requirement?
    Not at this time, but it’s something we would like to expand upon at some point.

    Can envoys act in manners of industrial/political sabotage, causing unrest, decreased stability, or decreased productivity on planet(s) throughout the host empire?
    No. Envoys are currently focused on mostly cooperative actions. Only the future will tell how that could come to change.

    Do envoys still give +\- 400 opinion?
    Yes, the diplomatic actions Improve / Harm Relations have caps of 400.

    Can envoys hosted by one or more warring parties be used to broker third-party peace between host party and their war opponent?
    No, but it's a cool idea. Perhaps assigning an envoy could increase status quo peace acceptance.

    Will, there be any scandal events? I.E. envoy found smuggling, with a xeno mistress, selling information, stealing information, killing/blackmailing people, etc. / Do envoys stand a chance to die in a deal gone sour? / Are there any new diplomatic events? Even with Envoys being "mini-leaders", it seems like a good opportunity for some immersive events. If not, are there any plans for some?
    Not right now, but it's something we’re looking into. We don’t want to add events that feel too spammy, or are too uninteresting. We need good reasons to add them.

    Will empires handle Envoys differently depending on their type of government? For example, could an imperial state send the successor to the current ruler as a glorified envoy?
    Your imperial state won’t send their successor off as an envoy, but your envoy may win the presidency of your democracy. They can also lead factions.

    Existing Diplomatic Actions
    Can we close our border from a fallen empire? Could envoys be assigned to FEs/AEs?

    Fallen empires do not take orders from or listen to the pleas of upstart civilizations.

    Can border be closed right after a war?
    No changes have been made to post-war truces.

    Will there be the option to form one-sided versions of pacts? One might imagine giving access to one's databanks as a gift, or as a form of payment, or demanding such access to another nation's databanks as a prize in war, without reciprocity. Likewise with trading rights, migration rights, etc.
    No current plans to make certain diplomatic actions one-way deals.

    Can we still insult other empires to lower opinion? If yes: What's the point of having envoys harming relations?
    You can still insult other empires, but require poor or worse opinion, or an envoy harming relations to deliver the insult. Harm Relations is especially useful if you want to rival an empire.

    Any changes to migration treaties?
    They require positive or better relations, or an envoy Improving Relations.

    Is trading locked behind certain Relation requirements, like neutral, positive and excellent.
    No. Trade deals are currently not locked behind any relation level, but AI Attitude is still involved in acceptance.

    Will there ever be a time when AI empires are willing to trade away systems?
    No.

    Will vassal creation be more customizable? (For example it is really painful that as a Megacorp, I can only create other Megacorps.)
    Not right now, but it may be something we want to look into in the future.

    Will we have new treaty types to negotiate? Example, a treaty to allow science ships to pass across borders but still preventing other ships from crossing. / Will there be a civilian only open borders?
    There is currently no such treaty, but it may be something we should look into in the future.

    Are there any plans to increase the options for trade? Open borders, relics, fleets and armies seem like they could be fun trade items. Our fleets are ready to raid Dwamak!
    Nothing concrete, but we will be looking for what the community wants the most, and focus on improving those aspects.

    General Origins Questions

    How will randomly created AI empires choose an origin? Will it be completely random, or are some more likely to show up than others? If the latter, which logic does it follow?
    The weightings are scriptable. The default currently has a weight of 100, others that are available to the AI (which is most of them) have between 2 and 10, so statistically you are likely to have a few of them once you have 10+ AI nations. Some origins like Doomsday are also blocked for advanced AIs as that wouldn't fit the narrative.

    Many are also restricted so they will only randomly generate if that origin is not already represented in the galaxy.

    Are there any events related to each Origin? (And many similar questions.)
    Yes. Some origins, such as the Galactic Doorstep, are primarily narrative-based and thus have many events. Others, like the Shattered Ring, are primarily changes to an empire's starting conditions and have few, if any (other than custom start text).

    Will the preset empires have different origins? Will they have new civics picked to substitute those that become origins? (What will happen with the Xanid Suzerainty for example?)
    Yes, preset empires have origins. Most of them have Prosperous Unification, but some have others.

    Empires that previously had civics that have been turned into origins will have new civics given to them. As examples, the Xanid Suzerainty now has Corvée System and Cutthroat Politics, and the Lokken Mechanists have Technocracy and Meritocracy.

    Can you change your origins through events?
    No, that would involve timeline alterations and the potential destruction of the space-time continuum.

    Will there be origins that allow for special tech, that is otherwise unobtainable? For example, could a Fallen Empire share tech for Fallen empire buildings with you if you choose the Scion start?
    We do not currently have any origins that have unobtainable tech, but this would be possible.

    I believe you mentioned before that each origin had special events. Will we still have the special start events of say Mass Extinction, Habitable planet survey, and Radical Cult events? Will they still happen even if we pick say Doomsday or Remnants or Void Dwellers?
    Some event chains have been disabled for certain Origins, when they no longer made sense.

    Do Fallen Empires have origins?
    Yes, for flavor they have been given a unique "Elder Race" Origin.

    Will origins affect the likelihood of precursor event chains?
    No.

    How will Origins for pre-FTL species that achieve spaceflight be determined?
    This depends on whether they discover spaceflight on their own or if they’ve been enlightened.

    Why can’t [empire type] take [origin]?
    This varies from origin to origin. For origins that are event-heavy, the decision to exclude [empire type] may have been one to control scripting scope. Some others are for mechanical or balance reasons.

    Are the special machine empire and hive mind types being moved to origins?
    No. They remain civics.

    What Origin (outside of doomsday) is the weakest? Which one is the strongest?
    This is very subjective, but I’d say Life-Seeded and (non-Lithoid) Shattered Ring. (Though Life-Seeded is very strong with a certain precursor, and the two Federation starts can be quite strong as well.)

    Prosperous Unification

    If an extra slot is available it will usually be open, but a few possible combinations do fill the slot. (For example, one of the Hive Mind starts has it filled with a Hive Warren.)

    Did/would you ever considered including one or two other “generic” origins, as opposed to just prosperous unification? Why isn't there a "Unification by War" Origin?
    Prosperous Unification does not necessarily mean peaceful unification. If a militarist or authoritarian nation unified their planet through war, the origin still works.

    The main design desire for Prosperous Unification was to provide a “default” origin that could apply to a wide variety of empires.

    Mechanist / Syncretic Evolution

    Syncretic Evolution remains incompatible with several civics.

    Agrarian Idyll is incompatible with these origins.

    No. Life-Seeded and Post-Apocalyptic have traditionally been considered “challenge” civics. Not quite as much as Doomsday so there’s no warning text, but they’re generally on the harder side.

    Remnants / Shattered Ring

    Will the Remnants or Shattered Ring origins set a species' habitability trait to Relic or Ring World, respectively?
    Currently they retain their species habitability in both of these cases.

    Does the Ringworld origin count as a megastructure, and such, increase the odds of rolling the megastructure tech?
    Yes.

    Do we have a way to repair the other sections earlier through events/anomalies, or do we have to wait for mega engineering?
    Mega-Engineering is required as normal to rebuild the other sections.

    Is the decision to be able to repair only 3 sections final?
    We have no plans to change this.

    Will the "Shattered Ring" Origin come with any intended downside?
    Mineral acquisition tends to be a major issue for this origin. The “Arcane Generator” also pushes them to have a very unspecialized homeworld since it will only support one district of each type.

    How will you obtain minerals? Will Lithoids be able to choose this origin, and if yes, will there be adjustments for them eating minerals?
    Lithoids can choose this origin, but it won’t be easy for them, especially since while Ringworlds have an Agricultural Segment they don’t have anything similar for Minerals. They are likely to need to use the internal market to feed their pops.

    How do Ringworld starts work in terms of segment jobs? Do they function the same as regular segments, in that they instantly give 20+ jobs upon completion?
    They function as regular ringworld segments.

    Void Dwellers

    Are the 3 habitats inhabited at the beginning of the game?
    Yes, all three habitats are inhabited.

    Will the Void Dwellers origin give a discount on influence to build habitats? If not, will they have trouble keeping up with planet dwellers?
    No discount on habitats, but they have other bonuses.

    Do void dwellers lose their efficiency bonus outside of habitats?
    Yes, and they also get a large growth penalty.

    Is the void dweller perk locked with the habitability perk? Like for example, you can not keep this perk if you change your pops habitability to another climate type.
    The Void Dweller trait is separate from their habitability preference. If you turn your pops into Desert Preference, they will still be Void Dwellers with Desert Preference, and will suffer large penalties on planets.

    The opening text for Void Dwellers mentions starting in a trinary system. Does this override the selection made for system type when customizing your empire (like choosing the Sol system)? Also, do any of the other Origins have similar overrides?
    Yes. Doomsday and Shattered Ring also override the system type selection in empire customization.

    Scion


    Can we have more details on the unique vassalage contract for Scions? (And many similar questions…)
    Scions are able to expand, cannot be integrated, are brought into their overlord’s wars, and are permitted to engage in limited diplomacy.

    They can Improve or Harm Relations, Insult, Declare Wars, Make Claims, Offer Trade Deals, Form Commercial Pacts, Form Research Agreements.

    They can not Guarantee Independence, Create or Join Federations (though theoretically if their overlord awakened and ended up in one they’d come along…), or control their own Borders.

    They also gain a special CB to bring other empires into their master’s loving family.



    If there are many empires with Scion Origins, are you likely to be a vassal of the same Fallen Empire?
    Yes. Scions typically end up as vassals of the materialist and spiritualist fallen empires, if they exist.

    How will the scion origin affect relations with other empires?
    This is mostly affected by being unable to pursue certain diplomatic actions.

    How will standard diplomacy between FE and scion be different from normal?
    Your overlord will have a higher opinion of you, and may involve themselves in your affairs from time to time.

    How will the scion origin affect participation in federations and/or the galactic community?
    As noted earlier, Scions cannot choose to join federations since they are vassals, but they are free to become members of the galactic community.

    Scions have more frequent (and unique) encounters with the fallen empires. Your overlord will make more demands of you than they would of a normal empire, but will also help you more often. They are likely to intervene if you get yourself into too much trouble - you are their favorite pets after all.

    Is scion a status that can be maintained or lost? If so, what kinds of events or actions could bring such about? What would be the benefits/detriments of maintaining or losing scion status, if such a status can be lost?
    Like other vassals, you can free yourself from your oppressive masters, throwing off the burden of having a helpful fallen empire overlord that is especially fond of you.

    Galactic Doorstep


    Does the gateway in Galactic doorstep lead to a unique system or is it a simple gateway?
    It’s a common gateway, and will as such have a ‘counterpart’ in another, random location in space. The real difference is the potential of having access to remote places before anyone else. Which can be both boon and bane.

    Will you be able to activate the gateway without the technology (for example by an anomaly project on the gateway).
    In a sense, but generally no. However, the required Gateway Technology is linked to the Origin chain of events.

    Tree of Life


    How exactly does the sapling work? Do we get another Tree of Life with the same benefits on newly colonized and conquered planets?
    The colony ships used by the Tree of Life hives are significantly more expensive, but will place a sapling on other worlds. The saplings aren’t as mighty as the original.

    Yes. The tree is part of the hive.

    How does the "Tree of Life" work with lithoid Hive? Is is just normal tree or lithoid tree?
    They have a normal tree of life.

    How will other Empires interact with Tree of Life, if they conquered planet with Tree? Especially if another Empire is "Tree of Life" Hive too?
    If the tree wasn’t destroyed during the bombardment, it will be destroyed if the planet changes hands. Other tree of life empires will want their own tree.

    The Tree of Life just seems like a straight up massive buff for hiveminds; realistically, if you lose your homeworld, you're already toast, as a hivemind; this just gives a ton of free bonuses; are there hidden downsides?
    Downsides include the more expensive colony ships and that you’ll suffer penalties on planets that do not have a sapling, such as after invading a planet.

    On the Shoulders of Giants


    Are there different outcomes possible to certain Origin-related events? For example, does the Origin "On the Shoulders of Giants" always end in the same events or are things randomized enough that the related event chain could end in multiple different outcomes or benefits?
    Yes. In the beginning the differences are trivial, but the later part of the Origin provides more potential divergence. That being said, all outcomes are within the same ‘realm of narrative’, meaning that they revolve the same theme (which is the Origin’s story).

    Calamitous Birth


    Do they still have normal Colony ships?
    Yes.

    What about other special ones like the Civilian Colony Ship that now resides with the Megacorp Civic?
    Yes.

    Resource Consolidation


    Will there be any drawbacks to picking a machine world start? / Will the resource Consolidation remove your starting resources from the planets and asteroids that are in your home system? The flavor text seems to point towards this.
    Your starting system is entirely devoid of resources (except for the star), as they were all used to build the Machine World.

    Common Ground / Hegemon

    Is it possible to choose the portraits and species names for the federation and hegemon starts?
    No, these are always randomized.

    Will there be an option for the "Common Ground" Origin (or maybe another Origin in the future) to start in a different form of Federation like the Trade league?

    Will the Common Ground origin let you change, immediately, your federation type?
    Only if you can get your federation members to agree to do so.

    They are indeed fully functional AI empires, and as such there is no way to direct their expansion.

    Are you moving the form federation tradition to the opener effect or are you actually getting two traditions for free to start?
    If you pick these Origins, you will start with the Diplomacy tree unlocked and "The Federation" tradition.

    Will the other federation types, research, military and trade, have their own origin types. If none of these currently do can these be added in / modded in?
    Other federation types do not have their own Origins, but this would be easy to mod.

    Will federations from origins increase the number of ai in the game?
    Yes, the federation members that are spawned from these Origins are added on top of the AIs that were specified in the game set up.

    Does Hegemon require authoritarian ethics?
    No. It is open to non-gestalt, non-xenophobes that are not locked out of diplomacy. The flavor of the origin suggests that the Hegemony has been around for a while, and it’s possible that your empire had an authoritarian past.

    (Xenophobes are blocked from the federation starts because your generated partner empires tend to be generally aligned with your ethics, and a coalition of xenophobes proved to be entertainingly but unpleasantly unstable.)

    Will Megacorps start in a trade league if they pick the federation origin?
    No.

    Will a Hegemony start have any advantage over the lessers in the federation to avoid getting usurped early?
    They will not have specific advantages, but based on the initial laws, to seize leadership of the Hegemony a minion will have to exceed your Diplomatic Weight by 25%. (It may prove difficult to retain control on higher difficulty levels.)

    Can the Origin of a randomly appearing AI empire be set to Doomsday?
    If no players have selected it, a randomly spawned AI empire can start with the Doomsday Origin. Only one, though.

    Are there any novels or movies that inspired Doomsday?
    Well, yeah… Pretty much any story with exploding planets (#neverforgetalderaan). But the biggest influence may very well be the contemporary situation with Earth and its climate.

    Any hope for a slider changing the amount of time it takes for your homeworld to blow up in the "Doomsday" origin?
    Nothing like that is planned, no.

    For Doomsday ... is 64 years the final value?
    Nope. It’s changed to be more random. And shorter, so you’d best be moseying off that rock ASAP!

    Will there be a mechanic to evacuate the population of your home planet to your colonies?
    Resettlement and immigration push.

    Is there something special planned with the remains of the destroyed home-world?
    It does leave a resource deposit behind.

    Are fanatic egalitarian empires that take the Doomsday origin… doomed? (Since they can’t resettle their pops?)
    Pretty much.

    Lost Colony

    Will there be events and/or Diplomatic Modifiers linking you to the other empire? Something i didn't like with the Commonwealth of man in the Base Game was that the United Nations usually disliked you since you were Xenophobe and vice versa, despite you being members of the same species originating from the same planet not so long ago.
    No new diplomatic modifiers beyond those that already exist. Even if you happened to originate on the same planet, there will still be friction between you if your ethics clash.

    Does the Commonwealth of Man / United Nations of Earth utilise the Lost Colony origin? Will there be any more specific events when re-discovering each other?
    The Commonwealth uses the Lost Colony origin, and there is now a unique first contact message when it encounters the UNE.

    Other Origins

    Are you planning to add more Origins after Federations? / Will there be some type of origin allowing you to start in the L cluster? / Are there plans for a Psionic Origin in the future? / Do you plan to add specific Origins for mega-corporations?
    We are likely to add more Origins in the future, but can’t comment on what they will be at this time.

    Any cool origins ideas that didn't make the cut? / Could you share any origins that were considered, but rejected for one reason or another?
    Many. Origins started with a massive brainstorming session, which gave us a list of dozens, which we then had to cull.

    Some that didn’t make the cut for now included:
    • Third Time’s a Charm: Your empire’s first two attempts at colonization utilizing STL-technology have failed. Your empire starts with low intel on their guaranteed planets. Those two planets have leftover districts already built.
    • Fratricide: Must be Xenophobe, may not be pacifist. Your starting system also contains a tomb world. Another sentient species used to exist in the same star system, but after many decades of unspeakable violence, your species came out on top.
    • Escaped Slaves: The captain of a slaving vessel suffered a fatal accident at the hands of his cargo, and they’ve managed to land on a nearby world. Start with a mix of pops from other species in the galaxy instead of just your chosen species.

    We also had aBirthed by Calamityorigin proposal that involved Space Amoebas for fans of Bubbles.

    Modding

    Can you make an origin require a civic, or vice versa?
    Yes.

    How deeply integrated with other game files will Origins be? I.e. how easy will it be to create separate Origin mods without causing a file conflict?
    Everything Origins-related are in separate files, and fairly easy to find. However, much like with space ships, Origins often involve work in several different files in order to work, not to mention the fact that the type of Origin may very well make it 'bleed' into other types of files. It's not complicated, but it is complex. It's not uncommon for a single Origin to have more than a dozen anchors in different files.

    Origins can be made infinitely complex, and thus have infinite potential to conflict or not conflict with other elements of the game. (More seriously, modders should be able to do a lot with no conflicts - depending on what they do of course! Startup effects are the one bit that might be complicated, but I think they can get around conflicts there.)

    From a modding perspective, is there anything origins can do that civics can't, and vice-versa?
    Origins can select the system initializer the country uses for its home system. Civics can be unpicked.

    While creating a new empire, do we select authority and civics first, or select the origin first? Since some origins are locked behind certain authorities, do they have country scoped potential and allow in script wise?
    Origins are before Government and Ethics in the empire creation screen. Selecting incompatible ethics, civics, or authorities will render the origin selection invalid. You can scriptplayableandpossiblerestrictions as desired.

    When an AI empire is created, does it select its origin or civics first? (important for me to know so I can balance the ai weights accordingly)
    Ethics, then origin, then civics.

    What is the weirdest bug you've encountered with origins so far?
    Pretty early on in development, I noticed some weird things going on in the galaxy, so I switched over to observer mode to see what happened. Let me regale you with the story of the Iribots...

    The Iribot Experiment was a perfectly normal machine empire. Introspective, with OTA updates, and Primary Link Qube oversaw the Iribots efficiently do their thing on the desert planet of Ir.

    Tragically, as a Lost Colony (before any restrictions were implemented), they had lost contact with their original homeworld.

    So, where was their original homeworld?

    Across the galaxy, in the Chibblar system upon the world of Clanck.

    A world with a dark secret.

    And no atmosphere.

    Clanck is a barren planet, with no buildings since it's not actually a habitable world. See, machines have no habitability preference, so when the Lost Colony script tried to make an advanced empire with a matching habitability, it found a world that had no habitability!

    Now little things like having an atmosphere didn’t stop the Iribots from forming a Megacorporation. They were an Authoritarian, Xenophobe, Pacifist Media Conglomerate that had an Indentured Workforce.

    They were led by Chief Executive Officer Affinitor, who was a Fertility Preacher. On a barren world. For robots.
